Description: The Walter Mobility Group, Inc., of California publishes this Sources Sought Synopsis (1) to announce a need for resources and (2) to provide a starting point for market research. We request and encourage immediate responses to this announcement, enabling our identification of parties interested in participating with, supporting, or exploring our effort. Respondents must adhere to the guidelines described below. We will use your contact information (if necessary) only internally, to select collaborators for follow-on efforts when developing our currently patented and proprietary advanced transportation technology.
Summary: We seek interest in, or proposals for, partnerships and services of various types to support current phases of research, development, test, and evaluation of our patented transportation technology. We may require partnerships and services from aerospace, automotive, aviation, control systems, engineering, manufacturing, measurement systems, mechanical, military, models, monitoring systems, remote control, reconnaissance, rotorcraft, transportation, transit, and UAV/UGV/RUAV solution providers to support development, full-scale testing, operation, and evaluation programs for a family of vehicles in a new transportation class. Where delivered directly, we specifically chose your organization to receive this initial survey because of your location and the services we understand you offer.
From our Placerville, CA office, we will coordinate and undertake development, full-scale testing, operation, and evaluation programs – potentially at multiple remote sites. Our long-range plans include, but are not limited to, development of airborne, off surface, and maritime applications of our transportation technology. Beyond prospective prototypes, we plan to license and warranty technology rather than manufacture end-user vehicles from our own facilities.
We will determine (in part, by review of responses to this synopsis) the types and kinds of resources available to us. We will research detailed customer requirements, reflecting project needs in subsequent requests for proposal (RFPs) as warranted. Subsequent RFPs may involve development of one or more systems or subsystems, development and/or testing schedules coordinated with other programs, and may include specific performance criteria for many interdependent systems.
Categories of partnerships and services for most closely related craft include, but are not limited to, various light military craft; light commercial aircraft; business, private, personal, and recreational craft; powered-lift vehicles; reduced-scale vehicles, RUAVs, UAVs, UGVs, and models; and other specialty aircraft, including lighter-than-air, ultra-light, rotorcraft, and others.
See important note in final paragraph. Interested parties must respond by email to the Point of Contact (Vice President for Business Development) before 1 May 2006. Responses must include the following:
Summarize, as appropriate for your response or interest(s): your company’s operations, maintenance, quality control policies, and procedures (for either craft or crew, i.e. Operations Plan, System Safety Plan, Maintenance Plan, Quality Control Plan, Environmental Plan, etc.).
Past performance information: As appropriate for your response, provide 3-5 references to demonstrate and document your company’s performance on service contracts (government or commercial). Include a brief description of the services provided, the period of performance, the contract number, the name, phone number, address, and email of the contracting officer and technical representative, and indicate whether your company carries a Central Contractor Registration. Specifically identify any services that require(d) security clearances.
We will evaluate the information provided and may request a visit to your site. We will use this information to document our market research and develop an RFP distribution list. In addition, we will evaluate the information and other research results to determine the sources that appear qualified to provide services or facilities while maintaining an acceptable level of safety and security. We will release RFPs (and any other offers) only to those respondents whom we deem qualified – based on our requirements, based on their initial response, and subsequent to any follow-up visits or clarification, as necessary.
We anticipate the potential for multiple awards to sources providing the best values, offering the best-suited services or facilities, and best suited to accommodate our development program requirements. The successful candidates will provide the broadest capabilities and flexibility while conforming to strict quality control procedures to reduce risk and ensure safety. We will make or negotiate offers for services and/or facilities (e.g., test facilities) based upon relevance and value to our program(s).
